Summary
Pilot misjudged weather and made the incorrect decision to land at the top of the hill. Due to the wind strength the pilot decided to land in the field behind take off but had insufficient height and landed on a fence damaging the wing/harnesses but otherwise unhurt.

While making 'dry run' approach in low light conditions, the pilot failed to see power lines that were partially hidden along a line of trees surrounding the chosen field. Pilot struck the power lines and sustained minor injuries.

On inspection the release loop cord was located beyond the release pin attachedment eye, as the width of the pin attachemnt eye is wider than the pin the pin could not be pulled out when under load.
